The relationship between these two characters, i.e. Pucca and Garu, is the main theme of the series and the entire fairy tale. Garu is constantly running away from the attentions and love of Pucca but it is very possible that he is most simply shy. He also thinks he has more important things on his mind than the love and courtship of his beloved, because as a ninja he has to train a lot.
